Privacy Policy
Last updated: October 24, 2026
This policy explains what personal data we process when you use the perLibre app and perlibre.com, why and how we do it, and what your rights are. perLibre is free, shows no ads and does not sell your data.
1. Who is responsible
perLibre is provided by independent developer Semih Başoğlu (Türkiye), who is the controller of your personal data. Contact: iletisim@perlibre.com
2. What data we process
- Account data: email address, username, display name, password (stored only as a one-way hash), and an optional profile photo and bio. If you start with "Continue without an account", we do not ask for an email; your account is created with a technical identifier.
- Library and activity: the books, films and series you add; reading and watching status, ratings, notes, lists, reading goals and statistics.
- What you share: thoughts, comments and replies, likes, follows, your Connect and Match profile, your chat messages and the photos you send in chat, and your reports and blocks.
- Cattery: the cat photos you take and, if you allow it, the location where you found the cat. The location is visible only to you and is never shared.
- Device and technical data: push notification token, device model and operating system, app version and language, IP address and server logs. For security we keep a record of username and email changes together with the IP address they were made from, and device records that prevent accounts closed for rule violations from being reopened.
- Usage statistics: in-app events (for example which screen was opened), app language and approximate location (country, city), collected with Google Firebase Analytics. We do not collect the advertising ID.
- What you send us: feedback, screenshots you attach and emails.
We do not process payment data (there are no payments in the app) and we do not access your contacts.
3. Why we process it and on what legal basis
- Providing the service (account, library, social features, chat, translation, notifications): performance of a contract (GDPR Art. 6(1)(b); KVKK Art. 5(2)(c)).
- Security, preventing abuse, enforcing the rules and reviewing reports: legitimate interests (GDPR Art. 6(1)(f); KVKK Art. 5(2)(f)) and legal obligations (GDPR Art. 6(1)(c); KVKK Art. 5(2)(ç), e.g. Turkish Law No. 5651).
- Usage statistics to improve the app: legitimate interests. You can turn statistics off at any time in Settings.
- Location in the Cattery, camera and photos, notifications: the permission you give on your phone (consent; GDPR Art. 6(1)(a)). You can withdraw it at any time in your phone's settings.
- Responding to legal requests and protecting our rights: legal obligations and legitimate interests.
4. Who can see your data
- Other users can see your profile (username, photo, bio), your activity and library while Connect is on, and the thoughts and comments you post. Your library page (perlibre.com/your-username) is public on the web by default. You can turn off Connect and your library page in Settings.
- Only the person you chat with sees your messages. Nobody sees where you found your cats.
- We do not sell your data, use it for advertising, or track you across other apps and websites.
5. Our service providers
We work with these providers, which process data only on our behalf and only as needed to run the service:
- WorldStream (Netherlands): server hosting.
- Amazon Web Services: image storage (Frankfurt, Germany) and sending password-reset emails (USA).
- Google Firebase: push notifications and usage statistics.
- Anthropic (Claude): automatic translation of texts you write — thoughts, comments, bio, and chat messages to people who write in another language. Anthropic does not use data received through its API to train its models.
- CARTO and OpenStreetMap: map images (your device connects to their servers when you open a map).
- Some book covers may load from other image servers; in that case your IP address is sent to that server.
- Apple and Google process data under their own policies to distribute the app through their app stores.
We may share data with competent authorities and courts where the law requires it.
6. International transfers
Our servers are in the European Union (Netherlands, Germany). Google, Amazon and Anthropic may also process data in the USA. For users in the European Union these transfers are protected by the EU–US Data Privacy Framework or the providers' standard contractual clauses. Data of users in Türkiye is transferred to these providers to the extent needed to provide the service and within the framework of Article 9 of the Turkish data protection law (KVKK).
7. How long we keep data
- Account and content: as long as your account exists. Content you delete disappears from perLibre immediately; so that reports of abuse can still be investigated, a copy is kept for up to 2 years and then deleted automatically.
- If you delete your account, your account and content are deleted immediately. So that reports of harassment and similar abuse can still be investigated, a copy of chat messages, content you wrote, photos and device records is kept for up to 2 years and then deleted automatically.
- Security records (IP addresses, username and email changes): 2 years.
- Server access logs: about 14 days.
- Usage statistics: up to 14 months in Google Firebase.
8. Your rights
Under the GDPR, Article 11 of the Turkish data protection law (KVKK) and the data protection laws of the country where you live, you have the right to access your data, to have it corrected or deleted, to restrict or object to its processing, to receive it in a portable format, to withdraw your consent and to lodge a complaint.
- Deleting your account: in the app, Settings → 💥 Delete My Account. Details: Delete Your Account
- Export: you can download your library from the app as CSV or PDF.
- Other requests: write to iletisim@perlibre.com from the email address registered to your account; we reply free of charge within 30 days.
- Complaints: you can contact the data protection authority of the EU country where you live, or the Turkish Personal Data Protection Board.
9. Children
perLibre is not for children under 13. If you are under 18, use it with your parent's or guardian's knowledge. If we learn that an account belongs to a child under 13, we delete it.
10. Cookies
perlibre.com uses no cookies and no tracking tools; your browser only stores your language and theme choice. The app keeps a cache on your device so it runs faster.
11. Security
Connections are encrypted (HTTPS), passwords are stored only as one-way hashes, and access to data is restricted.
12. Changes
We may update this policy; the date of the last update is shown at the top of the page. We announce significant changes in the app.
